近年来，民政系统支出的彩票公益金，一直为我国社会福利服务加快发展提供着强大助力，其中用于资助福利收养性单位的彩票公益金尤为值得关注。民政部6月16日发布的《2010年社会服务发展统计报告》显示，截至2010年底，全国各类收养性社会服务机构有10.1万个，其中资助福利收养性单位的彩票公益金高达51．1亿元，位列所有资助项目之首。. y4 m9 W0 E5 j/ ~9 ?' P
检索近年来的“年度社会服务发展统计报告”不难发现，民政系统支出的彩票公益金中，福利收养性单位向来是受助主角。其获助公益金数额远远高于包括社区服务单位、农村医疗救助在内的重点项目。
) R% g% t& L$ k4 ^) F 2009年5月发布的“民政事业发展统计报告”显示，2008年资助项目用于福利类收养性单位的公益金45.2亿元。受助金额列居次席的社区服务单位得到7.3亿元，尚不足其六分之一。而2010年6月，民政部公布《2009年民政事业发展统计报告》，截至2009年底，全国各类收养性社会福利单位已多达40250个，比上年增加573个。为养老、儿童福利、智障和精神疾病服务三大领域的飞速发展提供了物质保障。/ r& R: x) G2 p9 x
据了解，1987年全国收养性社会福利单位仅有8571个。时至今日，数十亿彩票公益金的注入已使该社会服务领域逐步构建起较为完善的体系：资金保障和服务保障相结合的适度普惠养老服务，全国部分县（市）建立了高龄生活补贴制度，以家庭为基础、社区为依托、机构为支撑的养老服务格局基本形成；开展了基本养老服务体系建设试点工作；制定实施了社会散居孤儿和福利机构儿童最低养育标准，“明天计划”、“重生行动”和脑瘫康复等助医项目取得明显效果；通过落实福利企业优惠政策继续促进残疾人在福利企业就业，依法保障残疾职工合法权益。: u2 {2 H) F) n- v+ B
据《2010年社会服务发展统计报告》显示，2010年天朝福利彩票年销售968亿元，比上年增加211．96亿元，同比增长28．0％；筹集福彩公益金297．08亿元，比上年增长19．8％。2010年全年民政系统共支出彩票公益金121．2亿元，比上年增加7．8亿元。除福利收养性单位得到资助外，这笔彩票公益金还用于优抚收养性单位4．9亿元，优抚安置单位1．6亿元，救助类单位5．5亿元，社区服务单位8．4亿元，殡葬类单位4亿元，专项资助6．6亿元，城市医疗救助7．1亿元，农村医疗救助8．6亿元，其他23．3亿元。 |
