港税收升17%创新高 逾3成来自炒楼炒股DB税项

据香港明报报道，2010/11年度香港税收创新高，达2090亿元（港币，下同），按年大增17%，当中逾三成是来自市民炒楼、炒股及DB的税项，印花税及博彩税收入分别飈升了20%及16%。不过，这些收入并不稳定，展望来年税收会微跌4%至2010亿，其中印花税预料会大减过百亿，原因是楼市及股市难测，税务部门要作审慎预算。 8 G; K( ]- g6 A& D
多名税务专家均指出，香港的税收情况反映香港税基狭窄，而且不少比重来自博彩税、印花税等不稳定、有投机性的收入，有需要改革税制。
' n4 `) \' N6 N# i. X9 [8 S 2010/11年度香港税收创造了3个纪录，包括税收总额达2090亿元，比07/08年度的旧纪录2006亿高出4%；薪俸税比上一年增加30亿元，达442亿元，是历年新高；博彩税上升16%，达147亿，同是新高。0 w- c, {$ e; E7 m1 Y5 Y$ k; {: j
香港税务局长朱鑫源形容，由于经济全面复苏，重拾升轨，利得税录得近932亿元收入，大升22%，是历年次高；股市楼市去年特别畅旺，令印花税大增两成至510亿元，也是历年次高。) O5 N# N# A2 g* P9 e, W
不过，过去一年利率偏低、热钱流入令楼市畅旺，但难以确保新一年依然畅旺，因此税务局要作较审慎预算，估计今年度的印花税收入，会由2010/11年度的510亿减至400亿元，即大减22%。
9 b6 j( _6 F3 ?5 q. o% V 朱鑫源补充，额外印花税的法例尚待通过，难以评估对税收影响，但从去年全年平均每月有310宗住宅“摩货”(未正式完成交易前已转手)个案，减至今年首3个月每月145宗，显示额外印花税的措施有效令楼市降温。
$ r" i0 K( b( O 被问到最低工资影响时，朱鑫源说，虽然最低工资已实施，但相信领取最低工资的工人不会跌入税网，因此纳税人数目不会增加。
* ~+ d/ F+ g. K4 S) e! Q* w* s 香港税务局今年发出了205万份个人报税表，其中18万份是电子报税表，税务局提醒市民，纳税人须于6月3日前递交报税表，经营独资业人士的期限则为8月3日。至于财政司长提出的宽减措施，如提高子女免税额，提高供养父母、祖父母、外祖父母免税额，宽减个人入息税最高6000元等，均毋须在报税表上提出。 |
