眼看本州居民跑到其他州DC玩，为其他州贡献税收，华盛顿州ZF坐不住了，为了把赌客留在自家，已经决定将在今年底前建立汇集“21点”等DC游戏的大型Dubo网站，并对网络Dubo征税。该州彩票和慈善类博彩管理委员会执行会长鲁高预计，开辟网络Dubo将使ZF每年增收900万美元，“这对华盛顿州是笔大钱”。目前美国多州财政赤字高企。

# |1 E5 N5 c: L K9 n% ^; t 由于十几个州正在推动网络Dubo合法化，两位联邦参议员上月致信美国司法部，呼吁其反制此类行动。近年来，美国司法部一直在重拳打击网络Dubo，关停了不少国内外Dubo网站。美司法部坚持认为所有形式的网络Dubo都不合法，但所依据的1961年《联邦通讯法案》具有可解释空间。该法案明确禁止企业跨州和跨境Dubo业务，但仅指涉了体育竞赛Dubo，未明确其他Dubo项目。

对此，各州对策也比较谨慎。加利福尼亚州议员去年提出议案推动网络扑克Dubo等合法化，但和其他许多州一样，表示将审核登录者身份或用技术手段禁止非本州居民登录本州Dubo网络。
. E7 R4 \! M# V4 `1 ]6 J 网络Dubo合法化后ZF能否大幅增收遭质疑，多家网络Dubo公司的律师艾法拉说：“在这一行中，玩家都是很忠诚的。他们为何要离开他们所信任的全球性的Dubo网站，去那些无名网站呢？”! `5 j- e9 b: n& Y" Y$ N7 N
网络Dubo的成瘾性也广受诟病。非盈利反赌机构“停止压榨性Dubo基金会”负责人博诺评论说：“这相当于在美国的每个家庭、办公室和宿舍都开了个小DC。这种商业模式建立在成瘾和负债之上，是不道德的。”
