公益时报讯（记者 孙艳芳） 9月15日，国家民政部与海南省人民ZF签署了《关于共同推进海南民政事业改革发展，促进海南国际旅游岛建设发展的合作协议》（以下简称《协议》）。6 s8 U4 v0 i( k' E) ]# V0 C

《协议》中涉及福利彩票的内容提到，在创新福利彩票运营模式方面，海南省将结合国际旅游岛建设需要，大力发展福利彩票事业。借鉴境外、国外彩票业成功经验，引入游客喜闻乐见的彩票新品种，为游客提供形式多样的福利彩票玩法。积极研究福利彩票与旅游业的有效衔接，通过福利彩票与旅游产业相结合，为游客提供便利的彩票娱乐服务。民政部支持海南省加快发展福利彩票事业，并从政策和技术等方面给予指导和帮助。
* h) b& m( f* p5 K+ T* I8 X( P6 J5 R 9月16日，民政部李立国部长、孙绍骋副部长一行到海南省民政厅进行座谈，随后与海南省福利彩票发行中心主任肖家兴进行了座谈。在接受《公益时报》记者采访时，肖家兴表示，今年上半年，海南省福利彩票销售得到了快速增长，共完成销售4.53亿元，同比增长160%，增长幅度列全国第一。但肖家兴并未透露和李立国部长谈话的具体内容。
6 W. I) c/ f7 b% B' A" A& S 对此次民政部与海南省签署《协议》，支持海南福彩发展，尤其是《协议》中提到的“引入游客喜闻乐见的彩票新品种，为游客提供形式多样的福利彩票玩法”，肖家兴笑着说：“之前财政部已经跟我们沟通过。关于发展旅游岛的福利彩票产品问题，不过实际举措没有那么快，需要一个过程，至少要半年或一年吧。”谈到针对《协议》展开的具体工作时，肖家兴说：“下一步的具体工作，我们首先要做市场调研，广泛征求彩民意见，想办法了解彩民想买的彩票产品，产品的最终目标是要适销对路。”5 a9 H* Y9 O1 n, J) Q6 l

多年从事彩票市场调研的业内人士李青认为，如果要发展适合旅游岛建设的福利彩票，就要抓住几个特点，首先玩法要快捷。“旅游岛的彩票玩法要针对游客不能逗留太久的特点，所以从投注到开奖到兑奖都要快捷。”李青认为，高频游戏比较适合，比如海南福彩现有的玩法“快2”和中福在线就有这种特点。
: l: u4 T3 s. F% P# S4 N: y 另外，由于游客出门在外，情绪亢奋，不适合静心研究的玩法。“现场参与感强、氛围好的产品比较适合游客参与。”这是旅游岛彩票产品的第二个特点。“在法国，曾经就搞过沙滩即开票活动，效果非常好，大家在轻松快乐的氛围中，刮即开票，晒日光浴，晚上在沙滩舞台集中摇奖，喝着啤酒，看着表演，非常适合旅游岛的氛围。”李青说。 |
