8月29日，福彩双色球5.65亿元巨奖得主现身浙江省福彩中心，领走了我国彩票史上最高奖，并慷慨捐出善款2000万元用于支持新昌县老年人福利事业和困难儿童的救助。该巨奖得主的捐款纪录刷新了河南彩民2.58亿得主当年捐赠1050万元的捐款纪录，成为天朝彩票单笔捐款第一人。捐款后，该巨奖得主最终缴纳所得税为1.09亿元。
* O7 z% S& J' I) t* u2 B- A/ B8 R8 ] 据悉，福彩2010年缴纳税金为30亿元，该巨奖得主此次缴纳的税金，相当于福彩去年上缴税金的三十分之一。
P5 q2 x% h5 _ X: X3 t0 g: \ 根据我国税法，彩票中的偶然所得税，以每次收入额为应纳税所得额，也就是说，个人中得彩票单注金超过1万元的，由彩票发行部门代扣代缴总金20%的个人所得税。
: ?) f# [: s( U( q! x# p+ q1 s! \+ T; j 近年来，巨奖所缴纳的税金已成为彩票事业在公益金之外的又一大贡献。据了解，2010年全国福利彩票发行量突破960亿元，筹集公益金约300亿元，缴纳税收约30亿元。

经济学家指出，彩票中奖是“微笑纳税”，属于意外收入所得税，有利于合理调节社会收入差别，弥补了社会保障资金的不足。

2009年，河南安阳大奖得主中得奖金总额3.59亿元，捐款1000万元，最终缴纳所得税为6999万元。
