全球最大的私募基金公司之一Permira Funds以约65亿港元收购银河娱乐20%股本权益，银娱并计划透过配售新股集资13亿元。据澳门日报报道，澳门有学者认为，这次出售股权予私募基金，买者未知会否涉及不同国家资金背景，令ZF在监管上出现挑战。尤其国际财团蜂拥逐鹿澳门赌业，ZF监管更显困难。学者认为，澳门特区ZF应加强审批赌牌公司的股权转换。$ M8 Y5 P5 t1 Q( c
' i& o% y! j( c. I) Z 另一方面，倘赌牌公司持股量低于百分之五十，即ZF批给对象已“改头换面”，ZF又如何有效监管？

- q; p- j$ ?$ V9 A9 i( I 澳大博彩研究所所长冯家超表示，涉及交易的英国私募基金，股东背景不明，当中可能渗透其它国家ZF资金。由于英国公司甚少参与澳门事务，倘只属私人投资行为，股权转变较简单，甚至可以解读为平衡不同国家利益。倘渗透国家资金色彩，赌业投资将变得复杂。尤其澳门本地赌牌公司由三变六，各国财团陆续加入战团，ZF如何驾驭值得关注。

值得关注的还有，英国私募基金收购两成银娱股权，派出两名代表加入银娱董事局，直接参与决策事务，集团运作会否改变？下一步会否增持银娱股权，存在变量。吕氏家族及嘉华国际持有银娱股权刚过百分之五十，进一步减持或低于百分之五十，等同转换持牌公司。故澳门特区ZF宜作两手准备，适当引入一些条件，以有利于监管股权转换。
