《公益时报》中华彩票讯 近日，上海市发布《上海市经济适用住房申请家庭经济状况核对实施细则》(以下简称《细则》)，彩票收益作为转移性收入被纳入家庭可支配收入，须接受市居民经济状况核对中心(以下简称核对机构)审核。也就是说，上海市民在申请经济适用房时，彩票收益成为审核内容之一。6 {; }/ I: ^9 S7 t* ]
[b]核查彩票收益非首次[/b]5 e5 s _8 m7 s5 C# I& g
《细则》第四条第四款规定，可支配收入包括工资性收入、经营性净收入、财产性收入、转移性收入等，其中，转移性收入包括养老金或离退休金失业保险金、捐赠(赠送)收入、彩票收益等。自2010年12月10日起施行，有效期至2014年12月31日。
9 ~- Y* J- h7 R 把彩票收入纳入个人收入核查内容，上海并不是首例。今年10月份，江苏省无锡市出台《无锡市城乡低收入居民经济状况核对办法》，提出今后民政部门将通过彩票发行机构，了解低保申请者购买彩票及中奖情况，以核实其个人收入是否在享受低保之列。5 _/ S3 L @$ ?* }0 s, N
“买彩票中奖，也是一种个人收入，所以注定会成为低保、经济适用房、反洗钱等领域的关注对象，出现在相关法规中，是必然的趋势。”业内人士认为，这一趋势的出现，将考验我国彩票机构对大奖得主保密的机制。

记者了解到，彩票收益有百元、千元、百万元、千万元甚至上亿元，中奖金额被核查的界限是什么?如何核查?是到税务部门、福彩体彩中心、还是银行?核查的同时如何保障中奖者的隐私?这些问题在《细则》中并未提及。
7 f1 I U. `3 G+ d* C 记者采访了上海市居民经济状况核对中心主任魏卿，他表示，收入核对是以家庭为单位，因此核对对象是家庭所有成员收入。至于多少彩票中奖金额计入个人收入核对，魏卿说：“只要是个人收入核对内容里提到的项目，不论金额多少，都应计算在内。”该《细则》主要目的是告知广大申请者，在申请时本着诚信原则，主动申报个人收入，《细则》列出的款项也是要告知申请者需要申报的收入内容有哪些方面，以免遗漏。至于后期的审查核对工作，魏卿表示，不单是彩票收入，整个收入核对工作都是很复杂的，牵涉到多个部门配合，其中审查细节，不便透露。5 |. _* G; o) d+ l' j7 b, v4 C+ i
业内人士李青认为，核对是一个跨部门行为，但核对机构是主体，其他部门只是配合。“比如核对机构可以把申请经适房的人员名单交给彩票机构或税务部门，由机构来确认是否有中奖者，不可能让彩票机构把所有大小奖的中奖资料都提供给核对机构。” u2 p, P' c3 r
据上海市福彩中心马少华介绍，中奖金额在一万元以上(含一万元)的中奖者需要缴税，同时，中奖者基本信息也将在彩票机构备案。上海市体彩中心宣传部刘先生表示，核查彩票收入操作并不困难，但关键问题是大奖得主的隐私保密。“如果核查机构开具了相关部门的证明，会给予配合，但是绝不会向核查机构以外的任何单位和个人公开中奖信息。”刘先生说，核查机构可指定一个专人负责，那么中奖信息就只有这一个人知道。 |
