时值年末，全球各媒体在盘点本国彩票市场的同时瞻望一些政策和法条法规。本报曾以《美国平民构思的彩票法案生效》为题对该州彩票兑奖时的税款事项的法律做出报道，2012年1月1日，该法条正式生效。

- c% X8 |7 q8 s8 `" H9 a4 L “如果明年你赢得彩票大奖，在兑奖前，你一定要确定自己是否欠税，当然，你最好是个依法纳税的好市民，不然你的彩票奖金将会缩水。”近日，康涅狄格州媒体以这样的开头发表文章。+ _* V1 r9 h5 J, @# p6 p
据悉，该州的4亿美元的滞纳税款或将成为“死账”，这让州ZF官员十分苦恼，康涅狄格州彩票机构在颁发5000或5000美元以上的大奖时，在提前扣除税款的同时，需要核实该中奖者是否有滞纳税款和罚款项的不良记录，如若有逃税漏税情况记录在案，那么中奖者必须补齐税款才能得到奖金。“彩票中大奖是件好事，但是在兑奖前要理清中奖者对ZF的‘欠款’，这是个很优秀的系统，可以为ZF讨要税款提供一个法律渠道。”该法案的提出者，州众议院司法委员会主席杰拉尔德·福克斯说。

' N+ m; j& W# j, c# o) \ 据了解，该法案是由该州市民安东尼奥·马蒂诺建议，由杰拉尔德·福克斯提出的。
B; M6 j2 u* j, M 身为斯坦福高级法院大楼执法人员的安东尼奥·马蒂诺提出这样的建议，康涅狄格州彩票机构还应关注拥有子女的彩票中奖者的信息，“自2004年‘彩票子女抚养费征收计划’实施以来，拖欠付款已达到150万美元。”安东尼奥·马蒂诺说，“这个法案的构想与即将正式生效的我州彩票兑奖时的税款事项的法案的实质是一样的，如若中奖奖金超过一定数额，那么中奖者不能拒绝支付子女抚养费。”
( `1 h! S ^- U: w4 f4 J 安东尼奥·马蒂诺表示，明年1月1日这一法条得以正式生效，是ZF对他做出的有关彩票法律构想想法的强力支持，他相信这对市民的“欠钱习惯”这一顽疾是非常好的解决方向。(记者 吴妍/编译)
