北海警方11月18日通过新闻发布会对外披露上述案情。今年3月18日晚间22时许，广西壮族自治区公安厅采用异地用警，在北海市凯旋国际大酒店一楼和负一楼查控98名涉赌人员，并缴获赌资2.5万元、分值6万余元的记分卡1240张、具博彩娱乐性质的电子游戏机60多台等一批赃款赃物。
; [! C! a, J6 F/ c0 X% b 根据广西公安厅的部署，北海市公安局对上述涉嫌在场DB的20人予以刑事拘留(其中逮捕4人)、对22人予以治安拘留；对凯旋国际大酒店负一楼暗室及一楼“黑白机”涉DC所、地下室“热带风暴”电玩城进行停业整顿。同时，该辖区派出所的正、副所长以及两名责任民警分别被予以诫勉谈话、免职、调离原岗位等处理。
1 a+ }% {: S* V0 ] 3月19日，警方接到广西公安厅治安总队通报称，有人冒充北海市政法委一名自称姓“刘”的干部致电公安部警务督察局，称北海市公安局在查处凯旋国际大酒店“3·18”涉赌案件中，私自放走一名叫“周有生(音)”的嫌疑人，并在现场缴获250万元现金不及时汇报。后经警方调查，证明这是一起公安机关内部人士由于被调整岗位而产生报复心理，蓄意捏造事实向上级反映以制造社会影响的不良事件。" W1 x1 R+ O5 H6 _% h R) t
警方称，目前，上述案件已经侦查终结，有关嫌疑人亦已被法院作出判决和处罚。
5 ~" ]4 r, X3 ^2 @% d5 S 据悉，长期以来，由于利益驱动，电子游戏机DB现象在北海屡禁不止，该市各级公安机关近年来不断加大对DB违法犯罪的打击力度。据统计，今年1至10月，全市公安机关共破获DB刑事案件13起、查处DB治安案件1981起，抓获涉赌违法犯罪嫌疑人3390人；2007年至今，一批对打击DB工作不力的基层派出所负责人相继被勉职或诫勉谈话。4 u6 `8 j$ Z0 H/ t
北海市副市长、公安局局长周原生表示，绝不允许任何民警参与DB或充当“保护伞”，一经发现，坚决一查到底。对打着各级领导的名义、特别是打着局领导关系的涉DC所，坚持“三个从重”(即从重打击、从重处理、从重问责)和“三个优先”(即调查优先、打击优先、处理优先)的方针进行查处，对“保护伞”的打击查处工作，首先从公安机关内部查起，从严处理。 |
